Say NO to the military-monopolized constitution

Date: May 1st, 2008

This draft constitution is drafted by some military officers and their hand-picked delegates at the so-called National Convention.

There were very small numbers of representatives from political parties allowed to attend the National Convention. The papers from Non-Burman nationalities leaders and ceasefire-groups had been eliminated several times at the National Convention.

Therefore we, New Mon State Party, urge people of Burma to cast a “NO” vote in the constitutional referendum.

ဒီအေျခခံဥပေဒကို အမ်ိဳးသားညီလာခံထဲမွာ စစ္ဗိုလ္ေတြနဲ႕ သူတို႕စိတ္တိုင္းက် ေ႐ြးခ်ယ္ထားတဲ့ ကိုယ္စားလွယ္ေတြက ေရးထားတာ။

ျပည္သူ႕လႊတ္ေတာ္ကိုယ္စားလွယ္နဲ႕ ႏိုင္ငံေရးပါတီကိုယ္စားလွယ္ေတြ တကယ့္အနည္းစုဘဲ ပါဝင္ခြင့္ရခဲ့တယ္။

တိုင္းရင္းသား ေခါင္းေဆာင္ေတြနဲ႕ ၿငိမ္းခ်မ္းေရးအဖြဲ႕အစည္းေတြရဲ့ တင္ျပခ်က္ေတြဟာလည္း အႀကိမ္ႀကိမ္ ပယ္ခ်ခံခဲ့ရတယ္။

ဒါေၾကာင့္ မြန္ျပည္သူလူေတြအေနနဲ႕ ႏိုင္ငံေတာ္ဖြဲ႕စည္းပံု အေျခခံဥပေဒမူၾကမ္း ျပည္လံုးကြ်တ္ ဆႏၵခံယူပြဲမွာ ကန္႕ကြက္မဲ ထည့္ၾကဖို႕ မြန္ျပည္သစ္ပါတီက ႏိႈးေဆာ္တိုက္တြန္းပါတယ္။

၁။ ပႜဲအခန္အာကႜိဳပ္ ပေရင္ဍဳင္ကြာန္ဂွ္ လဿိဳန္ကာလ ဒပ္ပှာန္ႏြံအာေရာင္။ ပႜဲဒှာဲခှံဗဒွ္ဥေပဒကီု ပႜဲအရာအုပ္ဓုပ္ကီုဂွ္ ႏူဂအုပ္သၠိဳပ္ပှာန္ ခါန္ကှက္ စုတ္ကႝု ရဲဒပ္ညး (၂၅) တဿအ္ကၜံေရာင္။

၂။ သမၼတမဆႝုဗဂပေရင္ပှာန္ႏြံ ဗြဝ္ကႝုလဝ္အဝႝုဂွ္ တိုန္ကၜဳင္ေရာင္။ ႐ဲုသမၼတႏူကႝုညးစှး ပိဗြိဳင္ (ဗြိဳင္ကၜတ္ထဝ္ ညးဍဳင္ကြာန္ မဒုင္သဇိုင္ ကုေဗာ္ပေရင္ဍဳင္ကြာန္၊ ဗြိဳင္ကၜတ္ထဝ္ေကာန္ဂကူ မဒုင္သဇိုင္ ကုတြႝဳရးေဒသ ေကုာံ ဗြိဳင္ညးစှးဒပ္ပှာန္ မႏြံပႜဲကၜတ္ထဝ္ၐါသာ္) ေရာင္တဲု ေဗာ္ပေရင္ဍဳင္ကြာန္မဂြံမာဲဂၜိဳင္အိုတ္ဂွ္ အေခါင္ဒွ္သမၼတ ႏြံ (၃၃) တဿအ္ကၜံ ေဟင္ေရာင္။

၃။ ပႜဲအရာညးမေကတ္တာလ်ိဳင္ ပႜဲအလႝုအသ႘ဂွ္ ညးတှဟ္တအ္ ဒးႏုက္တိတ္ႏူ ညးစှးကၜတ္ထဝ္၊ ဘဝညးဒုင္ကာ အလႝုအသ႘၊ တာလ်ိဳင္ေဗာ္ ပေရင္ဍဳင္ကြာန္ကၜာေလဝ္ ရဲဒပ္ပှာန္တအ္ဂွ္ ဟြံဒးႏုက္တိတ္။

၄။ ေကာန္ထံင္ ပေရင္ဍဳင္ကြာန္တအ္ဂွ္ အေခါင္ကႝုမာဲ ဒုင္႐ုဲမာဲ ဟြံမြဲ။

၅။ ပံက္လဝ္ကံင္သ႘စႝုဒှာ ေကုာံ ဂီုကၜီဳေကာန္ဂကူ န(၁၁) တၜတဲု ရဲဒပ္ပှာန္ ပါလုပ္မံင္ (၆) တၜတဲုတဲု ေကတ္လဝ္ဇှးရ။ ယဝ္ေစွ္စိုတ္ လုက္စုက္အာ ပေရင္ဂီုကၜီဳ ေကာန္ဂကူေရာင္မၢး ဂအုပ္ကႜိဳက္ပ္ပှာန္ သၸကႜိဳပ္တဲု ကုရဲပှာန္ပိပန္တၜဂွ္ သီအဝႝုဍဳင္ မာန္မံင္ရ။

၆။ ၐိုန္ရဒုင္လဝ္ယဿဳကဿိန္ဍဳင္ကၜာေလဝ္ ဒွ္မံင္ေသှာတ္မြဲဍဳင္ရ။

၇။ ပႜဲကၜတ္ထဝ္တႝြဳရးတအ္ဂွ္ အဝႝုခှံဗဒွ္ ဥပေဒ ေအာန္မံင္တဲု ပႜဲအရာစႝုဒှာ၊ ဍဳင္သၟာင္ေကုာံ ပေရင္ေသှာဝ္ဓဝ္ မုေလဝ္အေခါင္ဟြံမြဲ။

၈။ ဝန္ေဇှာ္ဌာနစႝုဒှာဂွ္ ႏူဂအုပ္ကႜိဳက္ပ္ပှာန္ ႐ုဲစွ္ကႝုတဲု အလႝုအသ႘တိုန္တဿိဝြံ လတူပေရင္ေကင္ကာ ဒပ္ပှာန္အေခါင္အဝႝုဟြံမြဲသက္က္ရ။

၉။ ဂအုပ္ဝန္ေဇှာ္တြႝဳရးဂွ္ ႏူကႝုသမၼတ႐ုဲရန္ေရာင္တဲု ဒးဒုင္လ်ိဳင္ကႝု သမၼတေရာင္။ ဟိုတ္ဂွ္တဲု စပ္ကႝုပေရင္တြႝဳရးကီု ပေရင္ေကာန္ဂကူကီုဂွ္ မုေလဝ္ ဂံင္ေကၜာန္ဟြံေသင္။

၁၀။ ဒပ္ပှာန္ၐိုတ္ႏြံတအ္ဂွ္ ဒးႏြံသဿဝ္တဲ ဒပ္ပှာန္ဗဿာဖအိုတ္ေရာင္။

၁၂။ ယဝ္မိက္ဂြံပေလဝ္ေသှာဝ္ဒက္ပတန္ဍဳင္မၢး ညးစှးကၜတ္ထဝ္ကဿိန္ဍဳင္ (၇၅) တဿအ္ကၜံ ဒးတုပ္စိုတ္တဲု ေကၜာန္သၸဒုင္ေကတ္ ဆႏၵမာဲ ညးဍဳင္ကြာန္ပၜန္ေရာင္။ အပႜဲဂွ္ ဂြံမာဲဂၜိဳင္မွေလဝ္ ပေလဝ္ဂြံေရာင္။

၁။ ပႜဲဝင္ပေရင္ဍဳင္ကြာန္ပ႙ုဏံဂွ္ ဂြံအေခါင္စုတ္မာဲ စပ္ကႝုေသှာဝ္ဥပေဒ ဒက္ပတန္ဍဳင္ သီုဖအိုတ္ ႏြံပိဝါဓဝ္ရ။ ပႜဲ (၁၉၄၇) (၁၉၇၄) ကႝုလဿဳဟ္ (၂၀၀၈) ဏအ္ရ။ ရန္တဿံမိက္ဂြံဟီုဂွ္ ညးေဇှာ္ဟြံေပင္အာယုက္ (၅၀) သှာံ ႏြံမံင္လဿဳဟ္တအ္ဂွ္ ညးဟြံေကင္ဆႝုဂဗလဝ္ ပေရင္စုတ္မာဲ ေသှာဝ္ဥပေဒဍဳင္ရ။

၂။ ပႜဲေသှာတ္ဒ႘မႝုကေရၿဇ႘ဂွ္ သမၲီညးဍဳင္ကြာန္ ကုပေရင္ပါလုပ္ ညးဍဳင္ကြာန္ဂွ္ ပဿိက္ေဇှာ္ေကြံေကြံေရာင္။ ပႜဲေပဲါကႝုသၢဳတ္သြာတ္ ကံကုသႝုဇကုဂွ္ နဆႏၵဇကုေဟင္ ဒးဂံင္ထၞး စိုတ္ဆႏၵဇကုေရာင္။

၃။ ဒဿာႏူမု မဒးဒစႝုဒစးေရာဟီုမၢး ေသှာဝ္ဏံဂွ္ ခ်ဴလဝ္ ပႜဲသၻင္သ႘ကၜ႘ ေကာန္ဂကူ အလႝုအသ႘ (နဝတ) (နအဖ)တံေရာင္။ ညးစှးသၠိဳပ္ပှာန္ဂမၜိဳင္ကႝု ညးစှးညးဍဳင္ကြာန္ အလႝုအသ႘ပှာန္ ႐ုဲလဝ္ ဗီုဒးပဿိက္တအ္ ခ်ဴဓဇက္လဝ္ေရာင္။ ဆႏၵညးဍဳင္ကြာန္ ဟြံေသင္။

၄။ ညးစှးေဗာ္ပေရင္ဍဳင္ကြာန္ကီု၊ ညးစှးကၜတ္ထဝ္ ဂြံလဝ္မာဲ အပႜဲေပဲါ႐ုဲမာဲ (၁၉၉၀)ဂွ္ ပါလုပ္လဝ္ဗြဲမေအာန္ရ။

၅။ တင္ပတိုန္ထၞး စပ္ကႝု အေခါင္အရာေကာန္ဂကူတအ္ဂွ္ေလဝ္ အလန္ကႝုအလန္ ဒးဒုင္ပဲါတးေထာံလဝ္ရ။

၆။ ဒပ္ပှာန္ဂွ္ ပါလုပ္သၸမံင္သဿိင္ ပႜဲပေရင္ဍဳင္ကြာန္ပ႙ုဂွ္ စႏူ (၁၉၅၈) ေတံရ။ မဇပှာန္လဿဳဟ္ သၸမံင္သဿိင္သဿး ေပင္အာ (၂၀) သှာံရ။ ယဝ္ေသှာဝ္ဥပေဒ ဒက္ပတန္ဍဳင္ဏံ ဒွ္အာဒတန္မၢး ဒပ္ပှာန္ဏံဂွ္ ဆလအ္ေလဝ္ ဟြံဒးစဵဒှာဲရ။ ဂြံအာအဝုႝ နကုႝေသှာဝ္မပဒတန္လဝ္ေရာင္။ ဟိုတ္ဂွ္ရ ထံက္ဂလာန္လတူေသှာဝ္သဇိုင္ဏအ္ဂွ္ တုပ္တဵညံင္ရဵ ထံက္ဂလာန္ ညံင္တၜအဝုႝပှာန္ ဂြံဆက္တန္တဵအာ ဍာ္ဇမၜိင္ေရာင္။

Statement on constitutional referendum that will conduct in May by the Burmese military regime

Date: March 9, 2008

New Mon State Party believes that referendum might not conduct before having a tripartite dialogue.
The draft constitution should have to amend and discuss with ethnic nationalities and democratic organizations. If not politcal crisis is never solved.

Hundreds of thousands of people in the different regions participate the event. The statement from NMSP Central Committee said that now the Burmese's Military Government announced they will hold a constitutional referendum in May this year and multi-party election in 2010. This referendum destroys negotiation for national reconciliation. By doing so, without negotiated with democratic parties and other ethnic nationalities, NMSP do not believe it can solve the political crisis.
President Nai Htaw Mon urges in his epistle that NMSP is standing by its own and depending only on Mon people and re-promising that NMSP never let Mon national profit witch made by our Mons despairs.
Every year on the first waning of Maigh, the ninth month in the Mon lunar calendar, Mons around the world celebrate the National Day in honoring of the established of Mon Kingdom Honsawatoi(Bago) in AD 825.

Statement on Burmese military government asking ceasefire groups and political organizations to against political dialogue called by Daw Aung San Suu Kyi and to support the regime's National Convention

We believe that Burma's political problems can only be solved through political dialogue. Therefore, we established a ceasefire-agreement with the Burmese military government.

We have submitted our proposals on ethnic nationalities' rights in past sessions of National Convention, but our proposals have been rejected and ignored by the Convention. Thus, we reduced our participating in the National Convention from sending full representatives to observers.

We support Daw Aung San Suu Kyi's statement called for political dialogue in Burma. We will closely observe what would happen in reality. We strongly also believed that political dialogue could only be meaningful if all ethnic nationalities are included.

New Mon State Party's Statement
on Current Protests in Burma

New Mon State Party (NMSP) believes the current mounting protests led by Buddhist monks in cities are the expression of the people for their crises that they have been facing and they want to overcome these crises and demand for better socio-economic situation.
NMSP also expects that all stakeholders need to find correct and appropriate problem solving method to find a solution for these daily mounting protests, and if not, we will face a great failure for our nation's progress.
NMSP suggests that there is a need for a political dialogue between the military government and all opposition political parties to solve the problems in a systematic and peaceful means.
We, NMSP, will closely observe the development of political situation and will assist for a peaceful political dialogue for a lasting peace in Burma.

Nai Ong Manye, The spokesman of NMSP, said that we, NMSP, welcomed the protests led by the monk when the monks demand to start tripartite discussions and to release all political prisoners in Burma that are totally the same of our demands that we have asked the government since we signed ceasefire agreement.
Therefore we are also ready to join with the monks and people to solve the political crisis in Burma by peaceful way.

Thousands of people around the country joined with New Mon State Party to celebrate 60th Mon Revolutionary Day. The statement from NMSP Centre Committee said that finding a peaceful solution to the political conflict in Burma is remaining deadlock because the government wants to solve the political crisis only on their way.
The constitutional National Convention that has been held by the government from 1993 will be concluded soon. Since 2005 after our demands have been ignored we attend the National Convention only as observers.
